All joking aside, the artist who created this is Marcus Bowcott. Mr. Bowcott also has a large outdoor installation many in Vancouver will recognize, near the Main St. Skytrain station. It also has an automotive theme.
That's a 1977 or 1978, per the front headlights. The '79 Firebird had a different headlight setup in the front.
